What is spatial planning?

 

Each city or municipality creates its zoning plan in accordance with the principles of territorial development and other rules. The zoning plan defines the buildable and non-stoppable area within the cadastre of the municipality and sets the regulations for the use of individual plots. In other words, the zoning plan determines on which plots a family house can be built, on which an apartment building or a shopping center, or where there will be a public space and a road. Spatial plans may also contain elements of a regulatory plan, which may stipulate, for example, the slope of the roof, the construction line, the type of fence or even the construction of log buildings in a certain area.

  

What are investor contracts and when should they be concluded?

 

For larger projects (eg development of apartments or houses), a zoning decision and a building permit are required, or joint permit from the building authority for the location and implementation of the construction. Such a procedure can take many months, and in addition to construction and technical parameters, the building authority assesses, for example, such factors as sufficient transport and technical infrastructure or landscape character. At the same time, municipalities may require the construction or modernization of civic amenities, and these requirements should be very consistently enforced and defended within the construction procedure. And because time is often a key factor for the investor, setting up a mechanism for planning and cooperation agreements with investors (sometimes referred to as territorial development agreements) is an ideal solution for modern communities. In the contract, the parties set the conditions under which the municipality will consider the project in question to be in accordance with the municipal interest and the investor usually undertakes to pay a certain contribution for the construction or repair of public infrastructure (eg kindergartens, parking lots, etc.).

What is construction management?

By construction proceedings we mean the procedure according to the Building Act, usually leading to the issuance of a building permit. In the construction procedure, the specific form of the intended construction and its technical properties are addressed. In principle, you can become a participant in a construction procedure either as a builder (eg when building your own family house or garage, etc.), or rather and more often as a person affected by the construction project (eg a neighbor or municipality on whose territory the building is to take place).
